This thesis investigates health literacy among students at Greek universities through the lens of the “Health in All Policies” approach and the concept of the university as a health-promoting setting (Healthy University). The theoretical framework examines educational policy at both the national and European levels, its interrelationship with broader policy and, more specifically, educational policy, as well as the concepts of general and digital health literacy. The study aimed to assess students’ levels of general and digital health literacy and to explore their association with perceptions of the university as a healthy environment. A quantitative research design was adopted, using a structured questionnaire incorporating the HLS-EU-Q16 and eHEALS scales. Data were collected from a convenience sample of 200 university students. The findings revealed a relatively high level of general health literacy, although notable weaknesses were identified in areas related to the critical appraisal and independent management of health information. Digital health literacy was considerably lower, particularly with regard to students’ confidence in making health-related decisions based on information obtained online. A statistically significant, moderate positive correlation was found between general and digital health literacy. At the same time, students’ perceptions of their university as a healthy environment were below the average level and were significantly associated with digital health literacy, but not with general health literacy. The students’ field of study emerged as the strongest factor differentiating both levels of health literacy and related perceptions. The findings highlight the need to embed health literacy initiatives across diverse academic disciplines and to strengthen communication and access to university health services. Such measures could contribute to creating healthier university environments and to advancing the principles underpinning both the Healthy University concept and the Health in All Policies approach.
