This thesis holistically examines how smart cities can leverage data from the Internet of-Things (IoT) and machine learning models to optimize traffic flow and manage parking-effectively, starting from the pressure that urbanization creates on infrastructure and extending to-the design and evaluation of specific solutions under real-world conditions. It sets the theoretical-framework of smart cities and highlights that technological innovation, when combined with a-unified data architecture and proactive intelligence, can substantially enhance the functionality-and sustainability of the urban environment. The introductory assessment explicitly underlines-the need to shift from reactive to proactive interventions: early detection of emerging problems-before they develop into congestion or service failure, through data integration and intelligent-forecasting. The study of the current situation shows that traffic and parking critically affect quality of-life, with congestion and the difficulty of finding parking space multiplying both operational and-environmental costs. Strengthening public transportation is necessary but not sufficient without-rational parking management and dynamic interventions in the road network. The central-problem identified is fragmentation: static timetables, systems that do not “communicate” with-each other, insufficient exploitation of existing data, and limited sensor maintenance—factors-that intensify errors and weaken timely decision-making; hence, the explicit focus of this work-on proactive intelligence and unified management. The scientific background of machine learning is presented in a way that bridges theory-and practice: models such as LSTM, CNN, and Random Forest are trained with historical and-real-time sensor data to predict traffic congestion and parking availability, aiming for high-accuracy and operational usefulness.
