| dc.description.abstract | Η μετατόπιση της κοινωνίας στο σύνολό της στη νέα ψηφιακή πραγματικότητα επιταχύνθηκε από τις αυξανόμενες απαιτήσεις των πολιτών και των επιχειρήσεων, σε συνδυασμό με τον ταχύ ρυθμό της τεχνολογικής ανάπτυξης. Ως αποτέλεσμα, οι νέες τεχνολογίες υιοθετήθηκαν από τις Δημόσιες Υπηρεσίες, τον Ιδιωτικό Τομέα και το κοινό. Στόχος αυτής της διατριβής είναι να ερμηνεύσει τον Ψηφιακό Μετασχηματισμό, την εξέλιξή του στην Ευρώπη στο σύνολό της και στην Ελλάδα ειδικότερα, και να αναδείξει τις αλλαγές (θετικές ή αρνητικές) που έχει επιφέρει σε ορισμένους τομείς του Δημόσιου Τομέα. Για να κατανοηθεί σωστά το θέμα, το πρώτο βήμα ήταν να εισαχθούν οι θεμελιώδεις έννοιες και τα δομικά στοιχεία του Ψηφιακού Μετασχηματισμού. Αυτή η μελέτη επικεντρώνεται στην ιστορική προοπτική της ανάπτυξής του, ακολουθούμενη από μια εξέταση των ψηφιακών τεχνολογιών και εργαλείων που συνέβαλαν στην εισαγωγή του στην κοινωνία. Στη συνέχεια, παρατίθενται οι βιομηχανίες στις οποίες χρησιμοποιείται στον δημόσιο τομέα. Επιπλέον, εξετάστηκε η έννοια της ψηφιακής ωριμότητας και προόδου, και τα ευρωπαϊκά έθνη κατατάχθηκαν σε σχέση με αυτές τις έννοιες, με την Ελλάδα να βρίσκεται σε χαμηλό επίπεδο. Στη συνέχεια, η μελέτη εξέτασε τις αλλαγές που επέφερε η υιοθέτηση ψηφιακών τεχνολογιών στις ελληνικές επιχειρήσεις, τον αντίκτυπό τους στους πολίτες και τους λόγους για το χαμηλό επίπεδο ψηφιακής ωριμότητας στην ελληνική κυβέρνηση. Εδώ, περιγράφηκε η στρατηγική της ελληνικής κυβέρνησης για την άμεση επίτευξη του ψηφιακού μετασχηματισμού και οι τομείς παρέμβασής της. Με στόχο την επίτευξη των στόχων της, ιδρύθηκε η Ενιαία Ψηφιακή Πύλη της Δημόσιας Διοίκησης Gov.gr, προσφέροντας μια συνεχώς διευρυνόμενη γκάμα πλεονεκτημάτων στους πολίτες και τις επιχειρήσεις. Οι τομείς της κοινωνίας που θα συζητηθούν σε μεγαλύτερο βάθος είναι η Οικονομία, η Υγεία και η Αξιοπρεπής Διαβίωση. Τελικά, παρουσιάζονται τα βασικά και πρωταρχικά συμπεράσματα της πτυχιακής εργασίας, τα οποία μπορούν να χρησιμοποιηθούν ως βάση για περαιτέρω έρευνα και ανάλυση σε νέους τομείς εκμετάλλευσης του Ψηφιακού Μετασχηματισμού. | |
| dc.description.translatedabstract | The shift of society as a whole to the new digital reality was accelerated by the growing demands of citizens and businesses, coupled with the rapid pace of technological development. As a result, new technologies were adopted by the Public Services, the Private Sector, and the public. The aim of this thesis is to interpret the Digital Transformation, its development in Europe as a whole and in Greece in particular, and to highlight the changes (positive or negative) it has brought about in certain areas of the Public Sector. To properly grasp the subject, the first step was to introduce the fundamental concepts and building blocks of the Digital Transformation. This study focuses on the historical perspective of its development, followed by an examination of the digital technologies and tools that contributed to its introduction into society. The industries in which it is used in the public sector are then listed. Furthermore, the notion of digital maturity and progress was examined, and the European nations were ranked in relation to these concepts, with Greece being in a low level. Following that, the study examined the changes brought about by the adoption of digital technologies in Greek enterprises, their impact on citizens, and the reasons for the low level of digital maturity in the Greek government. Here, the Greek government's strategy for immediately achieving the digital transformation and its intervention areas were outlined. With the goal of achieving its goals, the Gov.gr Unified Digital Portal of the Public Administration was established, offering an ever-expanding range of benefits to citizens and businesses. The areas of society that will be discussed in more depth are the Economy, Health, and Decent Living. The key and primary conclusions of the thesis are eventually presented, which may be utilized as the foundation for further research and analysis into new areas of exploitation of the Digital Transformation. | |
