The rapid penetration of renewable energy sources in the Greek power system has shifted the objective from securing sufficient capacity to securing flexibility, that is, units that are able to absorb the surplus generation during the midday hours and return it to the grid during the peak demand hours. This need can only be met by large-scale energy storage, and in particular by pumped hydro storage, the only technology that simultaneously combines high power, many hours of autonomy and a service life of several decades. The Amfilochia pumped storage plant, with 680 MW of generating capacity and an estimated capital cost of 800 M€, is the largest storage project in the country, yet neither the range of its profitability nor the cost imposed on it by forecasting uncertainty has been quantified. To answer these questions, a Mixed Integer Linear Programming model was developed and solved at fifteen-minute resolution over a rolling daily horizon, that is, for one year as 365 consecutive problems with the state of the system carried over from one day to the next. The model represents the arrangement of the two upper reservoirs, Agios Georgios and Pyrgos, sharing Lake Kastraki as a common lower reservoir, the variation of the net head through the level-volume curves, the minimum technical limits, the start-up dead time and the safe reserve bidding constraints. The plant participates simultaneously in three markets: the day-ahead market, the mFRR capacity market settled at the offered price, and the mFRR energy activation market settled at the clearing price. The assessment is carried out by contrasting two different information scenarios: a theoretical one, with full knowledge of future prices, and a realistic one, which forms its offers using naive moving average forecasts and is then executed against the actual conditions. For the reference year 2025, the theoretical maximum profitability bound is 140.07 M€, whereas in the realistic scenario the plant is expected to reach 108.21 M€. The cost of price forecasting uncertainty is therefore estimated at 31.86 M€, that is, 22.8% of the available profitability. The loss is distributed highly unevenly, since the day-ahead market retains 86.5% of its value, while the capacity market falls to 39.2%. This finding is attributable to the settlement mechanism, which in the capacity market is based on the price of the offer itself and not on the marginal price of the market. Profitability demonstrably originates mainly from price arbitrage, with an average selling price of 157.54 €/MWh and an average purchase price of 54.39 €/MWh, and is strongly linked to the daily price range rather than to the absolute price level. Under these profitability conditions, the investment is estimated to be repaid in 5.75 years in the perfect information scenario and in 7.48 years under more realistic conditions. The sensitivity analysis shows that no single assumption of the model changes the annual profitability by more than 5.4%, which indicates that the findings are independent of the individual modeling choices. The usefulness of the findings is threefold. For the investor, it is established that the project remains viable even with a naive price forecasting method, retaining three quarters of the theoretical maximum profitability. For the plant operator, it becomes apparent that the value of a better forecast is not the same in every market. In the energy market the plant recovers most of its value, even with a rough estimate of prices, whereas in capacity reservation, where the payment is made at the price of the offer itself, a single pricing error is enough for the entire offer to be rejected or to be remunerated below its value. For system planning, the analysis quantifies how the value of storage is maximized in the months in which cheap midday solar hours coexist with expensive evening peaks, which strengthens the case for such projects in view of the further penetration of renewable energy sources. The work can be extended in three directions: 1) in the formulation of the problem, with an explicit value function for the stored water or with a horizon longer than a single day, with a more detailed physical representation of each machine and with the incorporation of the intraday variation of the net head, 2) in decision making, with statistical models or machine learning and stochastic optimization replacing the naive forecast, and with a bidding strategy for capacity reservation that weighs the probability of acceptance against the level of the reward, 3) in the representation of the environment, with the inclusion of the intraday market and of the faster reserve products, with the relaxation of the price-taker assumption and with an appraisal based on indicators that account for the time value of money. The thesis is developed in six chapters. The first establishes the need for storage and compares the available technologies. The second describes the operating principle of pumped storage and the technical and economic characteristics of the Amfilochia plant. The third analyzes the organization of electricity markets and the participation strategies available to a storage unit. The fourth formulates the optimization problem with all its variables, constraints and the objective function. The fifth applies the model over a full annual horizon and presents the results of the two scenarios together with the sensitivity analysis. The sixth summarizes the conclusions and appraises the investment, showing that the project is economically viable and that the cost of uncertainty, although significant, does not overturn its viability.
