| dc.description.abstract | Η ανακατανομή διοικητικών δομών της τοπικής αυτοδιοίκησης αποτελεί τη σημερινή εποχή ένα μείζον και επίκαιρο ζήτημα, που χρήζει προσεκτικής μελέτης και αντιμετώπισης, προκειμένου να επιτευχθεί η εύρυθμη λειτουργία ενός κράτους, μέσα στην ιδιαίτερα δύσκολη οικονομική συγκυρία. Η κυρίαρχη νέα τάση είναι η μείωση του αριθμού διοικητικών επιπέδων και μονάδων και η ορθολογικότερη ανακατανομή των εδαφικών τους περιοχών, με προφανή σκοπό την εξοικονόμηση φυσικών και ανθρώπινων πόρων. Το ζητούμενο είναι να επιλέξουμε το κατάλληλο μοντέλο αυτοδιοίκησης ώστε η λειτουργία των αυτοδιοικητικών δομών να είναι παραγωγική, αποδοτική και ανταποδοτική τόσο για τους πολίτες όσο και για τις επιχειρήσεις. Σκοπός της εργασίας αυτής είναι να μελετήσει την χωροθέτηση για την αναδιάρθρωση των Διοικητικών Περιφερειών, εστιάζοντας στην Περιφέρεια Δυτικής Ελλάδος και μέσα από μια διαδικασία συλλογής και επεξεργασίας δεδομένων να αποφανθεί, εάν ο υφιστάμενος διαχωρισμός είναι λειτουργικός και αποδοτικός ή εάν απαιτείται να γίνει ανακατανομή. Στο πρώτο Κεφάλαιο, γίνεται εκτενής ανάλυση των αιτιών που επιβάλλουν σήμερα στις σύγχρονες κοινωνίες την ανάγκη αναδιάρθρωσης των διοικητικών τους δομών. Στο δεύτερο Κεφάλαιο, γίνεται συνοπτική αναφορά στο πρόγραμμα «Καλλικράτης», μέσω του οποίου πραγματοποιήθηκε η σημερινή διοικητική διαίρεση της Ελλάδας, καθώς και στις προτεραιότητές του. Επίσης, παρουσιάζουμε την Περιφέρεια Δυτικής Ελλάδος παραθέτοντας κάποια γεωγραφικά, οικονομικά και δημογραφικά χαρακτηριστικά της. Τέλος, γίνεται περιγραφή του προβλήματος που εξετάζουμε, το οποίο είναι η επανεξέταση της χωροθέτησης της Περιφέρειας Δυτικής Ελλάδος. Στο τρίτο Κεφάλαιο, παρουσιάζουμε τις βασικές αρχές των μοντέλων χωροθέτησης – ανακατανομής καθώς και τους λόγους οι οποίοι επιβάλλουν τη χρησιμοποίησή τους. Επιπλέον, προσδιορίζουμε τα είδη των περιορισμών που τίθενται για τη σύσταση των περιοχών, παρουσιάζουμε τα είδη των δυνατών αποφάσεων στις οποίες οδηγεί η εφαρμογή του μοντέλου καθώς και τις δυνατές επιλογές στρατηγικών ή προσεγγίσεων που πρέπει να εξετάσουμε. Στο τέταρτο Κεφάλαιο, γίνεται ο καθορισμός του μοντέλου εργασίας καθώς και ο προσδιορισμός των συνόλων, παραμέτρων, μεταβλητών και περιορισμών του μαθηματικού μοντέλου. Στο πέμπτο Κεφάλαιο, παρουσιάζουμε σε βασικές γραμμές το πρόγραμμα AIMMS, το οποίο είναι το λογισμικό που χρησιμοποιούμε για την επεξεργασία δεδομένων στην παρούσα εργασία και περιγράφουμε αναλυτικά το στάδιο επίλυσης του προβλήματος. Στο έκτο Κεφάλαιο, αναλύουμε εκτενώς τα αποτελέσματα που απορρέουν από την επίλυση του προβλήματος για να φτάσουμε στο έβδομο Κεφάλαιο να καταλήξουμε σε συμπεράσματα και να διατυπώσουμε προτάσεις. Τέλος, στο όγδοο Κεφάλαιο γίνεται μια σύνοψη όλων όσων διαδραματίστηκαν στην παρούσα εργασία. | el |
| dc.description.translatedabstract | The reallocating of administrative structures of local government is a major and current issue today, which needs careful study and treatment in order to achieve the proper functioning of a state in a particularly difficult economic environment. The dominant new trend is the reduction in the number of administrative levels and units and the more rational redistribution of their territories, with the obvious aim of saving natural and human resources. The point is to choose the right model of local government so that the functioning of local government structures is productive, efficient and responsive to both citizens and businesses. The purpose of this work is to study the location for the reassigning of the Administrative Regions, focusing on the Region of Western Greece and, through a process of data collection and processing, to determine if the existing segregation is operational and efficient or if reallocating is required. In Chapter One, an extensive analysis is made of the reasons why today's societies impose the need to reassigning their administrative structures. In the second chapter, a brief reference is made to the "Kallikratis" program, through which the current administrative division of Greece was carried out, as well as to its priorities. In addition, we present the Region of Western Greece listing some of its geographical, economic and demographic characteristics. Finally, we describe the problem we are considering, which is the review of the location of the Region of Western Greece. In Chapter 3, we present the basic principles of locating-reassigning models as well as the reasons for their use. In addition, we identify the types of constraints that constitute areas, present the types of possible decisions that lead to the implementation of the model, and the possible choices of strategies or approaches to consider. In Chapter Four, the working model is defined as well as the sets, parameters, variables and constraints of the mathematical model. In Chapter Five, we introduce the AIMMS program, which is the software we use to process data in the present work and we describe in detail the process of solving the problem. In Chapter Six, we analyze in detail the effects of solving the problem to arrive at the seventh chapter to come to conclusions and make suggestions.
