Abstract

In this thesis, personal data management in smart cities is studied. A study within Greek smart cities is conducted, as well as a strategic and operational plan for secure citizen data management within Greek smart cities is proposed. Firstly, the definition of a smart city is studied, as well as smart city frameworks, the most important actors and the smart city market on a global scale. The study also focuses on Greek cities. Secondly, the definitions of data security and threats are given, but also a deeper analysis regarding data security in smart cities. The General Data Protection Regulation is presented, as well as the case with data security in Greek smart cities. Furthermore, a survey aiming to investigate the readiness and existing practices of Greek cities implementing smart city projects, regarding personal data security and personal data management, is given. The survey was conducted via inviting Greek municipalities to respond to an online questionnaire. The survey analysis suggests that Greek cities are inadequately prepared when it comes to secure personal data management. Finally, a strategic and operational plan for secure citizen data management within Greek smart cities is proposed, aiming to help Greek municipalities a) map and digitize their data flows; b) adopt smart city and data protection policies; c) adopt and certify quality assurance and information safety systems; d) comply with GDPR; e) check and control systems and strategies in place and f) educate their personnel and citizens, as well as raise data protection awareness.
